Circle rate calculator for Delhi and any ready reckoner rate
The circle rate — called the ready reckoner rate in Maharashtra, the collector rate in Haryana and the guideline value in several southern states — is the minimum value the state sets for property in an area. Stamp duty and registration fees are charged on the higher of this value and the price in your agreement. This circle rate calculator turns the published rates into the government value of your flat, plot or house.
For Delhi it has the official table built in: land rates for colony categories A to H, construction rates, the age and structure factors, the use multipliers for commercial and industrial property, and the per-square-metre rates for flats. For anywhere else — Uttar Pradesh, Gurgaon, Mumbai, Pune, Bengaluru — choose “Any city”, enter the rate from your state’s official rate list and the adjustments its guidelines give, and the calculator does the rest. Results are estimates, not legal or tax advice.
How to use the Circle Rate Calculator
- Choose Delhi (official table) or Any city (enter the rate), and the Area unit (sq m, sq ft or sq yd/gaj).

How Delhi’s circle rate value is calculated
Value = land area × land rate × use factor + built-up area × construction rate × age factor. Commercial land is valued at 3 times the residential land rate, industrial and public-utility land at 2 times. Buildings completed before 1960 take 0.5 of the construction rate, rising by 0.1 a decade to 1.0 for 2000 onwards. In G and H colonies, semi-pucca structures take 0.75 and katcha 0.5. When one floor of a house is sold, the land is taken in proportion — enter that share.
Example: a 150 sq m plot in a category C colony with 300 sq m of residential construction built after 2000: 150 × ₹1,59,840 = ₹2,39,76,000 for land plus 300 × ₹13,920 = ₹41,76,000 for the building, a total of ₹2,81,52,000 (about ₹2.82 crore).
Flats use a single built-up rate. In buildings up to four storeys it is ₹50,400 to ₹76,200 per sq m depending on plinth area, multiplied by 1.10–1.25 in private colonies; above four storeys it is ₹87,840 (₹1,00,800 for commercial use), with a factor of 1.25 for private builders. An 80 sq m DDA flat is valued at 80 × ₹66,240 = ₹52,99,200.
Ready reckoner and circle rates in other states
Most states publish rates locality by locality rather than as one table: Maharashtra’s Annual Statement of Rates (ready reckoner) on the IGR eASR site, Uttar Pradesh’s district circle rates on igrsup.gov.in, and Haryana’s collector rates on each district website, such as Gurugram’s. Their guidelines add floor, lift, age and use adjustments. Read the rate for your locality and property type, check whether it is per sq m or sq ft and on which area (built-up or carpet), and enter it in “Any city” mode.
To convert between carpet, built-up and super built-up area, use the carpet area calculator; for other units such as bigha or acre, the area converter.
Why the circle rate matters
- Stamp duty and registration fees are charged on the higher of the agreement value and the circle value — see the stamp duty calculator.
- Selling below the circle value can have income-tax consequences for both seller and buyer, because tax law uses the stamp duty value when the price is lower beyond a small tolerance; the capital gains tax calculator helps with the seller’s side.
- Banks lend on the lower of market value and their own valuation, so the circle rate is not a loan limit.
Circle Rate Calculator FAQ
How do I use a circle rate calculator for Delhi?
Find your colony’s category (A–H) on the Revenue Department list, choose the property type and use, enter the areas and year of completion, and the calculator applies the 2014 notification’s rates and factors.
Are Delhi circle rates being revised?
The rates notified in September 2014 were still the latest on the Revenue Department’s website when this page was checked on 19 October 2026. A revision has been reported as under review; if new rates are notified, use “Any city” mode with the new figures.
How do I calculate the circle rate value in UP or Gurgaon?
Look up the rate for your locality on the UP stamp and registration portal or the district collector-rate list, enter it in “Any city” mode with the area and any adjustments, and read the value.
How is the ready reckoner rate used in Maharashtra?
The Annual Statement of Rates gives a rate per sq m for your zone and property type. Multiply by the area and apply the guideline adjustments for floor, lift, age and use; stamp duty is charged on the higher of this and your agreement value.
What if my purchase price is below the circle rate?
Stamp duty is charged on the circle value, and the difference can be taxed in the hands of seller and buyer. In many states you can ask for the valuation to be referred to the collector if you think the rate is too high for your property.
Is the result final?
No. It is an estimate from published rates; the sub-registrar applies the official valuation when you register.
